Qualifying Federal Documents

Federal documents follow a different route from state-issued or state-notarized records. Greenhouse reviews the issuing federal authority, destination country, and document format before preparing the Department of State submission.

Common Federal Files

  • FBI Identity History Summary / background checks
  • Federal court documents
  • Certain DHS / naturalization-related documents
  • USDA animal, plant and export certificates
  • HHS pharmaceutical or export certificates
  • USPTO, IRS, SSA, EPA, OPM and other qualifying federal records

U.S. Department of State Route

For qualifying federal documents, the destination country determines whether the U.S. Department of State issues an apostille certificate or an authentication certificate. Non-Hague files may require an additional embassy or consular legalization stage after federal authentication.

Important Preparation Note

Eligible original federal documents should not be notarized simply to obtain an apostille or authentication. Greenhouse reviews the federal document before submission so the correct original or certified-copy format is preserved.
